TITLE
The Mayor and City Council shall discuss and take action on approving an Intergovernmental Agreement between Pinal County and the City of Maricopa to establish a multi-agency special weapons and tactics (SWAT) team designed to provide a coordinated, highly trained response to extraordinary and high-risk incidents. AGENDA ITEM DESCRIPTION
This partnership leverages shared resources, standardized training, and unified operational oversight, ensuring that all participating agencies can respond effectively to critical situations requiring specialized tactics, equipment, and personnel. Under the agreement, each agency provides its participating sworn personnel and bears the associated employment costs-such as salary, overtime, benefits, and workers’ compensation-while also contributing annually toward specialized training and equipment necessary for SWAT operations. For Fiscal Years 2026-27 through 2028-29, the required contribution is 3,500 dollars per SWAT member per year.
The number of participating members assigned to the Pinal Regional SWAT Team shall be determined at the discretion of the Chief of Police. Once the membership count is established, the department agrees that all associated funding obligations under this agreement will be supported within the City’s approved annual budget and paid from account 10022122-53300, ensuring continued readiness and participation without requiring additional appropriations.
As a participating agency, each Party agrees to annually fund each of their participating members in the following manner to fund training and equipment for the SWAT Team:

By participating in this regional multi-agency team, the City benefits from enhanced public safety capabilities, increased access to specialized training and equipment, strengthened interagency coordination, and improved response capacity during complex and high-risk incidents. It is anticipated that the City will allocate approximately six spots to the SWAT Team, at a cost of approximately $21,000. The IGA offers a cost-effective, collaborative approach that maximizes operational effectiveness while preserving local control and maintaining compliance with all governing laws and policies. Designation of acceptance of this agreement requests signature authorization from Mark Goodman, Chief of Police, as an additional approver to the Mayor Nancy Smith and other signers.
