TITLE
A Resolution of the Mayor and City Council of the City of Maricopa, Arizona, authorizing the submission of an application for the FY2012 Community Development Block Grant, State Special Projects, certifying the said application meets the community's previously identified housing and community development needs and requirements of the state CDBG Program, and authorizing all actions necessary to implement and complete the activities outlined in said application. Discussion and Action.
AGENDA ITEM DESCRIPTION
On March 20, 2012, the City of Maricopa held the initial public hearing to discuss 2012 Community Development Block Grant Funds, State Special Projects. On April 17, 2012, the City of Maricopa held the second and final public hearing. Projects discussed during these public hearings included:
1. Paving Lexington and Roosevelt Avenue in the Heritage District
2. Paving a quarter mile of Whisker Road to Cowpath Road in the Seven Ranches District
Staff seeks direction on which of the projects above, or any projects proposed during the public hearings, should be included in the grant application.
The State Special Projects (SSP) Grant is competitive and is a component of the Community Development Block Grant (CDBG) Program and is meant to only address needs of low/moderate citizens. All other CDBG requirements apply.
Crucial to the CDBG/SSP Program is the involvement of local citizens and elected officials. In fact, to participate in the program and receive funds, a community must be able to document citizens and officials have been given the opportunity to discuss community needs and suggest possible CDBG/SSP projects. Ultimately, the decision on which CDBG/SSP program will be submitted rests with the elected officials in a community.
SSP Project Requirements:
1. Can benefit the community as a whole, a low/moderate income neighborhood, or a target group;
2. Must be ready to procure services when the application is submitted; and
3. Must be able to be completed within 18-24 months.
Project Details and Estimated Costs:
1) Drainage and Roadway improvements at intersection of Lexington and Roosevelt
· Project Description: This project will require paving 325 linear feet of Roosevelt Road and 340 linear feet of Lexington, completion of the retention and improve conveyance structures.
· Project Beneficiary: The area residents will benefit from this retention area improvement by allowing traffic through this intersection.
· National Objectives met: Low/Moderate Income
· Project Implementation Timeframe: The project will be ready to implement within the timeframe of the release of funds.
· Total completed project cost: Approximately $154,000 for construction, design, survey, and contingency
2) Paving Whisker Road
· Project Description: Paving 1720 linear feet of Whisker Road to Cowpath Road. To complete this project the Right of Way and Easements will need to be donated by the residents/owners of the property.
· Project Beneficiary: The residents from Seven Ranches will benefit along with the visitors to Sequoia Pathway Academy.
· National Objectives met: Low/Moderate Income
· Project Implementation Timeframe: The project will be ready to implement within the timeframe of the release of funds.
Total completed project cost: Approximately $300,000 for construction, design, survey, and contingency
STAFF RECOMMENDATION
Staff recommends the Mayor and City Council approve a resolution and designate a project authorizing the submission of an application for the FY2012 Community Development Block Grant (CDBG), State Special Projects (SSP).
