AGENDA ITEM DESCRIPTION
This project will span two fiscal years, with Phase I from December 3, 2014 through June 30, 2015, and Phase II from July 1, 2015 through June 30, 2016.  The amount of $338,000 for Phase I was approved in the current Capital Improvement Plan (CIP) and Budget and identified in the Scope of Work through June 30, 2015.  Additional funding in the amount of $239,580, to pay for additional tasks identified in Phase II, will be included in the CIP and Budget Request for FY15/16. The additional tasks were identified after the original $338,000 was identified and requested in the current year CIP and Budget.  The City will have no obligation to proceed past Phase I unless additional funding for Phase II is approved in the FY 15/16 CIP and Budget process.   
 
The Regional Transportation Plan 2015 Update study is a comprehensive project intended to create a transportation network that will serve Maricopa for decades.  The study will focus on three areas: (1) Creation of a City Master Transportation Plan (2) Update of our Regional Transportation Plan to ensure regional connectivity (3) Completion of a comprehensive analysis of transportation revenue.  
 
The City Master Transportation Plan will conceptualize the roadway and transportation network needed to effectively serve Maricopa in the coming decades.  It will include identification of needed arterials and roadway classifications, as well as defining the standards to which developers must build transportation improvements made necessary by their development. The Regional Transportation Plan update will ensure that our roadways provide effective regional connectivity to other communities, the conceptual Interstate 11, Interstate 8, Interstate 10, and other planned conceptual freeways and parkways depicted in the Maricopa Association of Governments Hidden Valley Framework Study.  The Transportation Revenue analysis will give a high resolution snapshot of the state of transportation revenue by analyzing what development should have paid for transportation improvements, and what was actually paid. If the required transportation improvement fee was not paid, this task will associate and validate it with an underlying Development Agreement.  This process will provide much-needed clarity on the state of transportation improvement revenues.  It will also research all potential sources of transportation funding so that we can maximize our resources.   
 
Historically, Transportation Planning in Maricopa has been reactive to development due to the explosive growth.  This project begins the transition to place Transportation Planning in front of development.  The results of the study will be presented to council at key milestones for validation and comment.  This study will also include a robust public and stakeholder meeting schedule to ensure that the public and developers are included in the creation of design standards and alternative roadways and infrastructure in Maricopa.  After complete council, public, and stakeholder involvement, the final report will be presented to council for formal adoption and approval as a critical element of the Maricopa General Plan 10 year update.
