TITLE

The Mayor and City Council shall discuss and take action to approve an Agreement with the Department of the Army for Design and Construction Assistance for the Maricopa ARF Injection Well Installation Project and authorize the City Manager, and/or his designee(s), to execute this Agreement, in substantially similar form as presented, and any other documents necessary for the project completion (Aquifer Recharge Facility Project).  Discussion and Action.

AGENDA ITEM DESCRIPTION

In April 2021, the City of Maricopa requested Federal assistance for the construction of a water line in western Maricopa, to assist with the future development of the region. This project was identified for federal funding under the Army Corps' Work Plan and was allocated approximately $3.0M in Federal funds.  This project will be funded under the Western Rural Waters Environmental Infrastructure Program authorized by Section 595 of the Water Resource Development Act of 1999, as amended.

As part of the process to obtain the funding, the City of Maricopa must enter into an agreement with the Army Corps of Engineers, which oversees the deployment of the Section 595 funds. Because of the lengthy timeline that is often required when dealing with Federal agencies, Staff is seeking authorization from the City Council to sign and submit any and all documentation related to the project, despite the Agreement not being in its final form at this time. This will help expedite the project with the Corps, so the project can move forward once their approval processes have been completed.

This project would allow excess class A+ recycled water to be recharged into the aquifer within the city of Maricopa. Recharging the aquifer adds to the sustainability and resiliency of local water supplies, thereby enabling future growth by assuring an adequate water supply.

The City began working with the Corps on a similar project (West Maricopa Transmission Waterline Project) last year, and they have requested that we work on both projects. Thus, we are returning to the City Council with this action item, so we can run the projects concurrently.

The City does not anticipate spending any additional funds beyond the dollars received through this federal allocation. This project will be done in coordination with Global Water.

This item will be presented by Steve Kenna, Civil Engineer.

STAFF RECOMMENDATION

Staff recommends that the Mayor and City Council approve the Agreement and authorize the City Manager, and/or his designee(s), to sign and complete any and all documentation required to complete the project.
