TITLE
The Mayor and City Council shall discuss and possibly take action on the City of Maricopa Non-Profit Funding Program applicants and evaluation results and make a recommendation for funding contingent upon formal adoption of the FY12-13 budget. Discussion and Action.
 
AGENDA ITEM DESCRIPTION
On December 7, 2011, a Request for Proposals was announced accepting applications with a deadline of submission no later than January 31, 2012.
 
Goal:
The goal of the program is to create Partnerships with Community Organizations.  This will be accomplished by providing health, human, and/or quality of life services to the residents of Maricopa. The non-profit funding requests recommended during each grant process fulfills the intent of the Maricopa Strategic Plan and designated City Council priorities while also leveraging City dollars.
 
Program Requirements:
The following are the requirements applicants must meet in order to be eligible for aware.
·      An agency must be able to provide IRS letter sanctioning non-profit status.
·      Applicants must provide direct services which improve the health and welfare of Maricopa residents that have measureable outcomes.
·      Applicants must demonstrate the ability to generate revenue from other sources for future sustainability.
·      Priority will be given to services and initiatives that support and address the City of Maricopa Strategic Plan.
·      Request from religious organizations must be for secular human services.
·      Funding will be provided on a year to year basis at the discretion of City Council.
·      Grant funding will be distributed to awarded agencies on a semi-annual basis.
·      Grant awardees will be required to complete quarterly reports at 3 month intervals and provide a presentation to City Council at the end of the first 6 months.
·      Maricopa City Council has the discretion to award a lesser amount than requested.
·      Applicants that have received previous funding must be current in their reporting requirements by submitting timely and accurate quarterly reports.
·      The Maricopa City Council may set aside up to 1% of the City's operations budget each fiscal year.
 
Application Process:
Spring 2012- Formal City Council Action taken on funding requests. Applications accepted by the City Council will be a part of the FY 12-13 budget adopted by City Council. Public hearings for the budget process will be posted as required by Arizona State Statute.
      
June 2012- Award recipients will be notified by letter of the award amount approved by City Council. Initial funding should be disbursed by August 1, 2012.
 
Scoring:
The Mayor and City Council will review the applications and anonymously rank the applications, in priority order, from 1 to the number of applications received. The scores will then be totaled by applicant based upon the relative priority assigned by individual members of the Council.  It will be a reverse scoring. The lowest scores are considered for funding.
 
For example, if each member of the Council assigned a priority of one (1) to the same applicant, that applicant would have a total score of seven (7).
 
Once the applications are scored, the Grants Manager will present the scores and information at a City Council meeting for the Council to consider funding. City Council may then consider providing funds to each application, based upon ranking order, until available funds are depleted.
 
The City of Maricopa received 20 applications from 19 different local non-profit agencies.  (Please see attached list of applicants and scoring)
 
STAFF RECOMMENDATION
Staff requests Mayor the Council make a recommendation for funding non-profit agencies contingent upon formal adoption of the FY12-13 budget.
