TITLE

AGENDA ITEM DESCRIPTION
The project includes the design of a 52,000-54,000 square foot Multi-Generation Center and a 10,000 square foot Swim Facility on approximately 8-10 acres of land.  Amenities include: senior center, indoor gym, fitness, racquetball courts, walking track, multi purpose/mini banquet hall, classrooms, lap pool, family pool, slides, splash pad, concession stands, parking lot, etc.  The project may also include design of needed infrastructure to the overall site (i.e. water, sewer and electrical utilities and roadwork).  The design team will also be responsible for researching and producing a White Paper/Report on Operational Characteristics of this type of facility.  The report will also include pros and cons to operating ourselves versus an outside agency and financial comparisons.
Selection Process
Per Arizona State Law, a Request for Statement of Qualifications (RSOQ) solicitation was used to select the Design firm.  A seven person evaluation committee was established that consisted of three City employees plus a member of the Parks, Recreation and Libraries Advisory Committee, Abacus (City's Program Manager), a registered professional architect and a principal of a commercial licensed general contractor. Specific evaluation criteria were provided within the RSOQ and were used by the committee during the selection process; see the attached Purchasing Summary and RSOQ within the contract documents.  
 
Scope and Fee
Immediately following the selection, the most qualified designer (Architekton) was asked to provide a scope of work and fee proposal for Design and Operational Analysis Services.  After review and discussions between the City and Architekton, a fee of $1,451,215 was agreed upon; see exhibit B of the contract for a detailed scope, schedule and fee.  The fee is broken down as follows:
·      Design Services - $1,266,625
·      Operational Analysis - $36,475
·      Allowances and Extra Services (services to be used as needed or requested by City)
o      Reimbursable Expenses (soft costs) - $58,275  
o      Security System Design - $14,240
o      Special Structural Inspections - $50,000
o      Graphics and Way-finding (Signage) - $15,000
o      Survey - $10,600
 
The industry standard for estimating design and construction fees based on the overall project budget is to use the 20% design - 80% construction rule.   The Development Services Department estimates the costs using 15% for design and soft costs (printing, presentations, meetings, etc) and 85% for construction.  The above total (which includes the operational analysis) is less than 15% of the project budget and well within the range anticipated by staff.

Architekton has a proven track record on these types of facilities and have been great to work with during the scope/fee and contract negotiations.   See exhibit B of the contract for a detailed scope and fee proposal.  
 
 
STAFF RECOMMENDATION
Staff recommends approval of the Award of Contract to Architekton for Construction Manager At-Risk Design Services for the Multi-Generation/Swim Facility project.
