TITLE

The Mayor and City Council shall discuss and possibly take action on approval of a Budgetary Transfer from General Fund, General Government, Contingency (10010000-99000) to County ½ Cent Road Tax Fund, Transportation, Professional and Occupational, Regional Transportation Plan (30044146-53320-35036) in an amount not to exceed $99,868, to fund Phase III, Implementation Support, Maricopa Area Transportation Plan.  Discussion and Action.

AGENDA ITEM DESCRIPTION

The Mayor and City Council approved the Final Update to the Area Transportation Plan in August 2017.  The plan included creation of a City Transportation Master Plan (TMP) and a Regional Connectivity Plan (RCP).  The study effort identified needed roadway infrastructure improvements for parkways and arterial size roadways, in addition to needed Flood and Drainage infrastructure to support the ultimate recommended Roadway Network.  As a logical and needed continuation of this study process, Phase III will now identify Access Control, Access Spacing and Traffic Control.  In short, it will identify and make recommendations on the connectivity of small streets to Parkways and Arterials and how to control the  traffic.   Identification and incorporation of these standards into city code will ensure consistency and fairness in the process of levying design and improvement standard requirements upon developers. This will promote orderly and controlled growth in the city.  The study is expected to launch in January 2018, and will be completed by July 31, 2018.  A separate agenda item will be presented on December 19, 2017 for council to consider approval of the contract funded by this budgetary transfer.

CITY MANAGER'S RECOMMENDATION

The City Manager recommends that the Mayor and City Council discuss and approve the Budgetary Transfer of Contingency Funds in an amount not to exceed $99,868, Funding will be drawn from General Government, Contingency Fund (10010000-99000).
