TITLE
The Mayor and City Council shall discuss and possibly take action on adoption of the findings and recommendations of the focused and limited management review (audit) of the Maricopa Police Department by Citygate Associates, LLC. Discussion and Action.
AGENDA ITEM DESCRIPTION
In September 2010, the City contracted with Citygate to conduct a review and audit of the Maricopa Police Department operations to ensure that the Department is operating efficiently and effectively in providing quality services to the City of Maricopa's citizens, businesses, and visitors.
Citygate was contracted to conduct the following:
- Evaluate and assess the current leadership and management practices for operating the Maricopa Police Department. At a high level of detail, determine that the Department is operating within industry best practices of equitability, transparency and efficiency.
- Evaluate the organizational structure to ensure that the Police Department is structured in alignment with best practices.
- Evaluate the internal affairs investigation process and determine its alignment with best practices.
- Evaluate disciplinary procedures to clearly define protocol.
- Evaluate the professional standards of conduct and performance of the Police Department.
- Audit and evaluate the criminal investigations division (using complaints from the public as examples of the citizen complaint process).
- Establish best practices for management systems to limit liability and efficiently manage the Department and detect unethical behavior and misconduct.
- Involve residents, key community leaders and city employees to obtain feedback about the Police Department's services.
To accomplish this, Citygate:
- Initiated the Maricopa Police Department Management Study and obtained documentation.
- Conducted on-site interviews and reviewed appropriate documentation.
- Reviewed current departmental policies and procedures involving allegations or suspicions of violations of law and/or policy by department members.
- Reviewed and evaluated current leadership, management, communication systems and practices responsible for oversight and control of the department's operations.
- Reviewed current management control systems in place for mitigation and limitation of liability to effectively manage the department.
- Prepared and delivered a draft report.
- Submitted the final report that's attached to this agenda item.
STAFF RECOMMENDATION
Staff recommends that the Mayor and City Council adopt the findings and recommendations of the focused and limited management review (audit) of the Maricopa Police Department by Citygate Associates, LLC.
