TITLE
The Mayor and City Council shall discuss and possibly take action to enter into an Intergovernmental Agreement (IGA), effective 2025, between Pinal County and the City of Maricopa to establish a multi-agency SWAT Team and enhance the capabilities of our law enforcement agencies through collaboration and shared resources. AGENDA ITEM DESCRIPTION
Pinal County (on behalf of the Pinal County Sheriff’s Office) and the City of Maricopa (on behalf of the Maricopa Police Department), propose entering into this IGA to create a multi-agency SWAT team with specialized training and resources to handle extraordinary law enforcement situations. The agreement is valid for five years and will automatically renew for an additional five-year period unless terminated in writing with a 30-day notice. The SWAT Team will be overseen by a Users Group, including the Pinal County Sheriff and the chiefs of police from participating departments. The Users Group shall meet as needed to review training, equipment, operational, financial, supervision and other matters affecting the control and supervision of the SWAT Team and may recommend agreed upon changes to any training, equipment, operational, financial or supervisory aspects of the SWAT Team's function or operations. The SWAT Commander, appointed by the Sheriff, will manage team operations. Each party will cover the costs related to their employees' participation, including salaries, equipment, and other expenses. Grant funding and RICO funds may be used for training and equipment when available. Each party is responsible for providing the necessary equipment for their participating officers as specified in the PCSO SWAT Standard Operating Manual.
The Pinal County Sheriff will handle criminal investigations involving SWAT team members, with the possibility of referring cases to outside agencies if needed. Each party must maintain specific insurance coverage's and is responsible for any liabilities caused by their personnel.

STAFF RECOMMENDATION
Staff recommends the Mayor and City Council enter into an intergovernmental agreement (IGA) between the City of Maricopa Police Department and the Pinal County Sheriff's Office (PCSO) for a five (5) year contract to enhance law enforcement services concerning regional SWAT response to law enforcement critical incidents.
