AGENDA ITEM DESCRIPTION
As appropriated by the Department of Homeland Security Appropriations Act, 2014 (Public Law 113-76), the Fiscal Year (FY) 2014 Pre-Disaster Mitigation (PDM) Grant Program provides resources to assist states, tribal governments, territories and local communities to reduce overall risk to the population and structures from future hazard events, while also reducing the reliance on federal funding from future disasters.  In FY 2014, the total amount of funds distributed under the FY 2014 PDM will be $23,000,000.
 
The maximum federal share for PDM sub-applications is as follows:
·      $3 million for mitigation projects
·      $800,000 for new mitigation plans
·      $300,000 for mitigation plan updates
 
The period of performance for the PDM Program begins with the opening of the application period and ends no later than 24 months from the award date.  
 
On March 18, 2014 the Mayor and City Council approved and entered into an Intergovernmental Agreement (IGA) with the Pinal County Flood Control District for the construction of the Tortosa, Northwest Corner Honeycutt and Hartman Road Concrete Box Culvert Drainage Improvements Project.  That project consists of improvements to the Casa Blanca Canal as it crosses Hartman Road, which will facilitate conveyance of flood waters in the event of a 100 year flood occurrence.  
 
The purpose of the grant application to ADEM is to enhance the scope of the aforementioned project at Hartman Road to improve drainage in the area by dredging the Casa Blanca Canal north of the Tortosa Northwest Subdivision.
 
Funding for the project to improve the Hartman Road box culvert will assist in meeting the match requirements of the PDM Grant Program.  This match funding comes from Pinal County Flood Control District's secondary tax levy revenues.

STAFF RECOMMENDATION
