TITLE
A Resolution of the Mayor and City Council of the City of Maricopa, Arizona, pertaining to the General Plan Update and adopting the proposed Public Participation Plan as required under Arizona Revised Statutes (A.R.S.) § 9-461.06(C).  Discussion and Action.
AGENDA ITEM DESCRIPTION
On March 2, the Mayor and City Council heard a presentation outlining the current status of the City's General Plan update as well as the tentative process and schedule.  As presented, one of the initial steps in the General Plan update process requires the City Council to "adopt written procedures to provide effective, early and continuous public participation in the development and major amendment of general plans from all geographic, ethnic and economic areas of the municipality" as required by Arizona Revised Statutes (A.R.S.) §9-461.06.C.1. According to A.R.S., the procedures shall provide for:
•      The broad dissemination of proposals and alternatives
•      The opportunity for written comments
•      Public hearings after effective notice
•      Open discussions, communications programs, and information services
•      Consideration of public comments
In accordance to the March 2 City Council direction, staff  has prepared the attached written procedures for the Public Participation Plan along with Resolution 15-13 for Council approval.  The tentative project schedule and Public Participation Plan incorporate the City Council's direction to specifically include outreach to the Home Owners Associations, Citizen Leadership Academy, Maricopa 101, and a presentation at the upcoming Board, Committees, and Commissions (BCC) meeting on March 24.   
 
The Public Participation Plan is intentionally broad to allow flexibility in determining details, such as specific dates and locations, at the appropriate times.  The timeline and schedule provides a general outline for when task phases and the associated events will occur.  The schedule is not exclusive; additional events, such as presentations to civic organizations or to the Chamber of Commerce, may be added to the schedule as needed or as may be directed by the City Council.

STAFF RECOMMENDATION
Staff recommends that the Mayor and City Council of the City of Maricopa, Arizona approve Resolution 15-13 adopting the 2016 General Plan Update written procedures as required per A.R.S. § 9-461.06 C.1.
