TITLE
The Mayor and Council shall consider a staff complement change to replace one (1) vacant City Engineer Transportation Manager position with one (1) Assistant Director of Development Services/City Engineer position in the Development Services department and a staff complement to add one (1) Full-time Engineering Manager position in the Development Services department and inclusion of the staff complements to the 2012 Salary Plan. Funding for these changes for the remainder of FY12-13 would be provided from a transfer of funds in an amount not to exceed $60,000 from General Fund, Contingency (10010000-99000) to Development Services, Administration (10044140-various salary and employee related expenses). The salary range for Engineering Manager position is $73,153 minimum to $100,842 maximum and the salary range for the Assistant Director of Development Services position is $84,684 minimum to $116,738 maximum. The salary range for the previous position of City Engineer/Transportation Manager position is $76,811 minimum to $105,885 maximum.
It is estimated the annual costs for the Assistant Director of Development Services/City Engineer and the Engineering Manager positions total $234,000 which includes both salary and employee related expenses. Based on the applicable HURF funding ($90,000) and General Fund funding ($144,000) and a partial fiscal year, the estimated General Fund costs through June 30, 2013 for these positions total $85,000 (15 of 26 pay periods, or 58% of $144,000). These costs are offset by estimated General Fund vacancy savings from the City Engineer/Transportation Manager for the remainder of FY12-13 of $25,000 for a net General Fund cost of $60,000.
The position of City Engineer/Transportation Manager has recently been vacated. In examination of departmental structure recommendations in the Zucker Report, as well as internal reviews of staffing needs, staff has determined an increased need for assistance in engineering services as well as the need for the Development Services Director to have the ability to delegate direct project and numerous departmental oversight and focus attentions on department long-range goals, overall team leadership, and execution of recommendations in the Zucker Report. The Assistant Director of Development Services/City Engineer is anticipated to directly oversee the engineering, planning and zoning, capital improvement and transporation divisions of the department. The Engineering Manager will oversee the engineering functions of the department and will report to the Assistant Director/City Engineer.
This action is being requested at this time because these staff complements are needed in the current fiscal year to ensure that critical public projects are advanced in the anticipated timeframe.

STAFF RECOMMENDATION
Staff recommends Council replace one (1) vacant City Engineer/Transportation Manager position in the Development Services department with one (1) Assistant Director of Development Services/City Engineer position in the Development Services department and add one (1) Full-time Engineering Manager position in the Development Services department and add the new staff complements to the 2012 Salary Plan.
