TITLE
The Mayor and City Council shall discuss and take action on approving an Intergovernmental Agreement (IGA) between the City of Maricopa and Pinal County to provide animal care, sheltering, and related services for animals originating within the City’s incorporated limits. This partnership leverages Pinal County Animal Care and Control’s (PCACC) established shelter system and enforcement expertise to ensure safe, humane, and consistent animal care services for the community. AGENDA ITEM DESCRIPTION
The City seeks support from Pinal County to provide animal sheltering, kenneling, and humane care services for stray, injured, aggressive, or impounded animals. This collaboration ensures high-quality animal welfare operations and compliance with state statutes governing animal control. The Maricopa Police Department budgets for these animal care and control service costs on an annual basis to ensure adequate funding and continuity of services.
Scope of Services Provided by Pinal County
PCACC will deliver comprehensive animal care services, including:
Impoundment of stray, sick, injured, or aggressive animals.
Humane daily care and maintenance of dogs and cats.
Humane euthanasia and disposal when necessary (at no cost).
No-cost adoption or rescue placement for animals held after the required waiting period.
No-cost handling and transportation of potential rabies specimens to state labs when warranted.
Case-based billing for extended care, medical treatment, and costs associated with hoarding or criminal seizure cases.
Fee Structure
The City will be billed for the following:
Dog impound first day: $115
Dog daily maintenance: $35
Cat impound first day: $85
Cat daily maintenance: $15
Quarantine fee: $300
Owner surrender fee: $25
All impounded animals will be billed, with owner information provided to the City when available.
The Maricopa Police Department has the existing budget for expenditures in 10022123:53300 and has capacity for the increase in fees. The annual estimated costs for Animal Control is approximately $17,000 per year.
STAFF RECOMMENDATION
Staff recommends the approval of a three-year Intergovernmental Agreement (IGA) beginning July 1, 2026 through June 30, 2029 between the City of Maricopa and Pinal County to provide animal care, sheltering, and related services for animals originating within the City’s incorporated limits.
