TITLE
The Mayor and City Council shall discuss and possibly take action to approve the revised Community Services Department organization structure along with the associated modifications to the City's 2013 Salary Plan. Discussion and Action.
AGENDA ITEM DESCRIPTION
In Spring 2014 the Copper Sky Recreation Complex will be open for public use. The complex will include a 52,000 square foot multi-gen/aquatic center and a 98 acre park. In order to properly operate and maintain these two facilities, staff needs to be added to the department.
A. Copper Sky Regional Park
Maintenance of the regional park will include: turf, fields, lake, courts, ramadas, playgrounds, walking trails, buildings and a skate plaza.
· One Parks Manager is needed to handle all of the administrative duties for the park and to supervise staff. The Parks Manager will oversee the entire parks division and all of the City parks.
· Two Parks Crew Leaders are needed to oversee the day-to-day operations of the park and supervise staff.
· One Irrigation Technician is needed to audit and repair all of the irrigation systems at the park.
· Eight full-time Parks Workers are needed to complete the daily maintenance tasks at the park.
· Six part-time Parks Workers are needed to complete the daily maintenance tasks and to work on the weekends as the park is open seven days a week.
Copper Sky Multi-gen/Aquatic Center
How the center is managed will determine the staffing needs for the new facility.
B. If the center is managed by a third party, the staffing needs include:
· One Recreation Manager is needed to oversee the contract with the third party and the daily operations of the recreation division and supervise staff.
· One Special Events/Marketing Manager is needed to market the department and to increase and enhance the City's special events as well as bring in outside events to the complex.
· Additional part-time Recreation Leaders and Aides will be needed to support the recreation programs.
C. If the center is managed by the City, the full-time staffing needs include:
· One Recreation Manager is needed to oversee the center operations as well as the operations of the entire recreation division and supervise staff.
· One Special Events/Marketing Manager is needed to market the department and to increase and enhance the City's special events as well as bring in outside events to the complex.
· One Fitness Coordinator is needed to oversee the fitness center, fitness classes and supervise staff.
· One Aquatics Coordinator is needed to oversee the aquatic center, staff and pool activities.
· One Front Desk/Membership Coordinator is needed to oversee all of the memberships, front desk activities and to supervise staff.
· One Front Desk/Membership Recreation Services Leader is needed to assist with memberships and front desk operations.
· One Facilities Maintenance Coordinator is needed to oversee the building maintenance, repairs and custodial staff.
· One Administrative Assistant is needed to assist the entire department with administrative duties such as timesheets, evaluations, purchasing and reports.
· Additional part-time positions are needed such as Lifeguards, Lifeguards/Water Safety Instructors, Recreation Services Leaders, Recreation Aides and Custodians to support the center and the recreation activities held by the department. These positions will ensure safety, cleanliness and good customer service.
D. Department Reclassification
There are several positions currently in the Community Services Department that need to be reclassified according to their current responsibilities and duties.
· The current Administrative Assistant will be reclassified to a Management Analyst and assist the Community Services Director with budget, reports, performance metrics, policy development, presentations and other high level administrative duties. This reclassification will result in a slight increase in pay for the employee in this position in order to bring their current salary within the new salary range.
· One of the Recreation Coordinator positions will be reclassified to a Parks Crew Leader as this position currently oversees the day-to-day operations at Pacana Park. This reclassification will result in a slight increase in pay for the employee in this position in order to bring their current salary within the new salary range.
· The other Recreation Coordinator and Youth Coordinator will be reclassified to a higher pay grade on the salary plan because of the programs they currently oversee and the amount of responsibility they have. This reclassification will result in a slight increase in pay for one of the employees in this position in order to bring their current salary within the new salary range. The other employee's current salary falls within the new pay range and will not result in additional compensation.
· The Community Services Director will be reclassified to a higher pay grade on the salary plan because of the increased facilities, fiscal responsibility and staffing levels. The current classification of this position is with Directors with fewer staff and scope of responsibility. Community Services is the fourth largest department within the City therefore the Director position should be classified consistent with City's Directors of larger departments. This will not result in additional compensation to the employee in this position as their current salary falls within the new salary range.
As stated above, there is no FY13-14 General Fund impact to reclassify one of the Recreation Coordinators and the Community Services Director position. Funding for the other reclassifications was already included in the budget for next fiscal year and staff intends to cover any additional costs for the remaining reclassifications with salary savings. If additional funding is needed, staff will return to Council for a contingency request.

STAFF RECOMMENDATION
Staff recommends Mayor & Council approve the following:
Approval of A. and D. above, revising the organizational structure and hiring staff for the operation and maintenance of the new Copper Sky Regional Park, and the Department Reclassifications to reclassify positions to match current responsibilities and duties;
And
if the City is to manage the center, staff recommends approval of C. above, hiring staff necessary to manage and operate the center;
Or
if the City is to contract for the third party to operate the center, staff recommends approval of B. above, adding staff necessary to manage the operator contract, special events and marketing and various part-time employees.
