TITLE

A resolution from the Mayor and City Council of Maricopa, Arizona, adopting a revised fee schedule for the Development Services Department. Discussion and Action.

 

 

AGENDA ITEM DESCRIPTION

 This request is to repeal the existing fee schedule and replace it with the proposed 2025 Development Services Fee Schedule. The fees are intended to pay for services provided by the Development Services to ensure substantial compliance with applicable City codes and ordinances, which protect the health, safety, and general welfare of the public.

 

This update to the fee schedule was primarily to reference the International Code Council (ICC) valuation table within the actual fee schedule, which has not been recognized in previous adopted fee schedules. Through the process, other fees were identified from other Divisions and are being presented here to ensure fees accurately reflect the cost of current review services, while still promoting fairness, transparency, and maintaining a competitive edge.

 

Some of the fee schedules changes are but not limited to the following:

                     Code Compliance and Abatement:

o                     Added Shopping Cart Permit Fee of $250 annual fee for areas falling under 30,000 sq ft & a $500 annual fee for areas over 30,000 sq ft.

o                     Changed the current violation fees from $101 to $100, from$202 to $200, from $505 to $400.

                     Planning and Zoning Division:

o                     Pre-Plat Extension Fee: Changed from $334 +$112 per hour fee over 3 hours to 51% of original pre-plat cost.

o                     Final Plat Extension Fee: Added 51% of original Final-Plat Fee for extension of Final Plat.

o                     Map of Dedications Fee: Changed from an hourly $112 rate (not to exceed $1,200) to a $500 base fee.

                     Engineering Division:

o                     Plan Review: Engineering Non-Subdivision Review: Changed 1st Review fee to from $228 per sheet to $350 per sheet.

o                     Plan Review: Engineering Non-Subdivision Review: Changed Report Review Fee from $758 per report for min. 4 hour review + $101 per hr. to $1200 fee.

o                     Replaced previous Engineering Landscape Review fee of $228 per sheet with TCP fees; added Traffic Control Fee for: Moving container / Landscape Material / Dumpster: $58.

                     Building Safety Division:

o                     Plan Review Fee: Added “Residential Revisions & Commercial Revisions (Changes/revisions to approved plans, deferred submittals, 3rd and subsequent review and other misc. reviews)” w/ a fee of $112 per hour w/ 1/2 hr min.

o                     Added new Major Tenant Improvement Fee (determined by the building official) of 40 % of area building valuation.

o                     Added new Minor Tenant Improvement Fee (determined by the building official) of 20 % of area building valuation.

o                     Outsourced Plan Review Fee: Changed from Actual Cost plus an hourly rate of 15% to Actual Cost of plan review fee+16%.

o                     Underground Fire Main Installation: Temporary Water Systems with Hydrants Revision Fee: Changed from 50% of the original “approved plan” to 50% of the “original fee”.

o                     Construction Inspections: Waiting time or no-show Fee: Added “after 30 min” clause to $101 hourly rate.

 

Citizen Participation:

Since June 30, 2025, and in accordance with A.R.S. Section 9-499.15, the Notice of Proposed Fees for the Development Services Department has been posted on the City's website for the minimum required 60 days.

 

Public Comment:

Staff did not receive any public comments at the time of writing this report.

STAFF RECOMMENDATION

Staff recommend that the Mayor and City Council formally repeal the current fee schedule and adopt the 2025 revised fees for the Development Services Department.
