TITLE

The Mayor and City Council shall discuss and possibly take action to approve a contract with Wilson & Company, to conduct Phase III Study, Implementation Support,  Area Transportation Plan. The contract has a not to exceed amount of $99,868, and will be funded from the Pinal County ½ Cent Transportation Excise Tax Revenue Fund (30044146-53320-35036). Discussion and Action.  

AGENDA ITEM DESCRIPTION

The Mayor and City Council approved the Final Update to the Area Transportation Plan in August 2017.  This plan included creation of a City Transportation Master Plan (TMP) and a Regional Connectivity Plan (RCP).  The study effort identified needed roadway infrastructure improvements for parkways and arterial size roadways. As a logical and needed continuation of this study process, Phase III will now identify Access Control, Access Spacing and Traffic Control.  Identification and incorporation of these standards into city code will ensure consistency and fairness in the process of levying design and improvement standards upon developers. This will promote planned and controlled growth in the city.  The study will launch in January 2018, and will be completed by July 31, 2018.  Wilson & Company created their legacy in Maricopa with the TMP and RCP, having successfully completed both within budget, and they are very familiar with Maricopa’s  transportation needs.

This contract is related to agenda item BUDG 17-18 (Request for Budgetary Transfer from Contingency Fund) which is also on the December 19, 2017 Consent Agenda.  This contract is also related to Contract 14-50 (Area Transportation Plan).

CITY MANAGER'S RECOMMENDATION

The City Manager recommends that the Mayor and City Council discuss and approve the contract with Wilson & Company to conduct Phase III, Implementation Support, Area Transportation Plan with a not to exceed amount of $99,868, with project launch in January 2018  and a completion date of July 31, 2018.
