AGENDA ITEM DESCRIPTION
The Federal Motor Carrier Safety Administration (FMSCA's) Motor Carrier Assistance Program (MCSAP) High Priority grant program provides financial assistance to State agencies, local governments, and organizations representing government agencies.  High Priority grants enable recipients to carry out activities and projects that improve Commercial Motor Vehicle (CMV) safety in compliance with CMV regulations.  Funding for FMSCA is provided through the Safe, Accountable, Flexible, Efficient Transportation Equity Act.  FMSCA may award grants to support, enrich, or evaluate State commercial motor vehicle (CMV) safety programs that:
·      Implement, promote and maintain national programs to improve CMV safety
·      Increase compliance with CMV safety regulations
·      Increase public awareness about CMV safety
·      Provide education on CMV safety and related issues
·      Demonstrate new safety related technologies
 
The City of Maricopa is working directly with the Arizona Department of Public Safety (DPS) who is the designated lead agency for High Priority grants in Arizona.   DPS is in support of Maricopa's application for funding.
 
The primary focus of the grant request will be to enforce safety regulations of CMV on SR 347 and SR 238 on class 9-13 vehicles. Class 9-13 vehicles are single or multiple trailers with varying amounts of axles.   Per the Arizona Department of Transportation, in the month of May 2012, a total of 26,266 class 9-13 vehicles passed through city limits on SR347. An additional 7,910 commercial vehicles passed through city limits on SR238 for the same time period.
 
Maricopa Police Department will be requesting funding for training, overtime and equipment needed to implement CMV enforcement. This will include a purchase of a vehicle in the second year of the application.  
 
STAFF RECOMMENDATION
Staff recommends submitting a grant application to the United Stated Department of Transportation , Federal Motor Carrier Safety Administration, High Priority Grants in an amount not to exceed $500,000 to start commercial vehicle enforcement efforts in Maricopa over a two year period. There is a 20% match requirement or $100,000 which will be met through an in-kind match of staff time, vehicles, training, fuel, and maintenance costs.
