TITLE

AGENDA ITEM DESCRIPTION
On 6/5/2012 the Mayor and City Council approved an Intergovernmental Agreement (IGA) between the City of Maricopa and the City of Buckeye to provide dispatch services for the Maricopa Police Department (MPD).
 
The MPD currently belongs to the Regional Wireless Cooperative (RWC).  This partnership has improved radio coverage and communications abilities with neighboring agencies.  Due to Maricopa's geographic location, coverage is not as complete for our current development and planned growth area.  Examples of this would be "out of coverage areas" in some southern areas of the city and certain educational facilities that do not have in-building coverage.
 
During the 2013 budgeting process, City Council approved $1.685 million in Police Department Capital Improvement Plan (CIP) capacity for the building of an RWC site and required operational components to be located on the new Public Works and Fire Fleet Facility building project.  MPD has had several negotiation meetings with Motorola and RWC Executive Staff to produce a fiscally responsible contract which provides the absolute minimal requirements for a functional site.  
 
As partners with RWC communications, Maricopa Fire Department has agreed to fund the remainder of the contract through their budget capacity.  
 
As the MPD moves forward with the new police substation, they will be having a communications center located within the facility.  The contract is an agreement between the City of Maricopa and Motorola, Inc. to establish communications tower and equipment for MPD.  The Motorola Solutions project team will work to equip MPD with hardware, software, and services to help MPD establish the communications site.

Staff recommends the Mayor and City Council approve an addendum to the Mater Communications Agreement between the City of Maricopa and Motorola, Inc. regarding the purchase of communications equipment for City of Maricopa Police Department in an amount not to exceed $1,718,718.79.  This purchase will be funded from the following: General Government CIP, Police Administration, Improvements Other Than Buildings (35022121-67730), General Government CIP, Police Administration, Buildings (35022121-67720), General Government CIP, Police Administration, Machinery (35022121-67741) and General Fund, Fire Support Services, Machinery (10022528-67741-32022).
