TITLE

The Mayor and City Council shall hear and possibly take action to enter into a Memorandum of Understanding between the City of Maricopa, The City of Mesa, The City of Scottsdale, The Town of Queen Creek and the Sun Lakes Fire District to fulfill the obligations of the U.S. Department of Homeland Security, FEMA, Assistance to Fire Grant award match in an amount not to exceed $6,776. Matching funds are available in the general fund, fire operations, training (10022527-55570). Discussion and Action.

 

AGENDA ITEM DESCRIPTION

On 12/2/2014 the Mayor and City Council approved the submission of a grant application to the Assistance to Firefighters Grant (AFG); a suite of competitive grants comprised of three interconnected programs (Operations and Safety, Vehicle Acquisition and Joint/Regional) for awarding direct financial assistance to fire departments, non-affiliated EMS organizations and state fire training academies.

 

The Maricopa Fire Department submitted an application for a joint training and education grant collaboration with Mesa Community College and the Virtual Incident Command Center as the host agency. On 8/14/2015 the Maricopa Fire Department received award notification from FEMA.  By entering into this joint education/training grant opportunity as the host agency not only benefits the Maricopa Fire Department through additional training/education opportunities at no cost through MCC and the VICC, but additionally offers these same opportunities to consortium partners consisting of, Mesa Fire and Medical, Scottsdale Fire, Sun Lakes Fire, Sun Lakes and Queen Creek Fire and Medical. By successfully obtaining this grant funding, the Maricopa Fire Department will emerge as the leader in the training/education area in Pinal County, as well as an equal to Mesa Fire and Phoenix Fire in Maricopa County.

 

The Memorandum of Understanding states the City of Maricopa will service as the grant recipient and the administrative agent of the grant.  The City of Mesa, Scottsdale, Queen Creek and the Sun Lakes Fire District will be participating agencies and adhere to the 10% cost sharing requirements as contained in the grant.   In addition the participating parties shall also adhere to fiscal and programmatic requirements specified in the grant award and provide information to the City of Maricopa.

 

The item will be presented by Brady Leffler, Fire Chief and John Storm, Assistant Fire Chief.

 

STAFF RECOMMENDATION

Staff recommends the Mayor and City Council hear and possibly take action to enter into a Memorandum of Understanding between the City of Maricopa, The City of Mesa, The City of Scottsdale, The Town of Queen Creek and the Sun Lakes Fire District to fulfill the obligations of the U.S. Department of Homeland Security, FEMA, Assistance to Fire Grant award match in an amount not to exceed $6,776. . Matching funds are available in the general fund, fire operations, training (10022527-55570).
