TITLE

AGENDA ITEM DESCRIPTION
This request is for additional right of way dedication for the south half of Edison Road between Wilson and Roosevelt Avenues, which is the south boundary of the Acacia Crossing Subdivision. Related agenda items include PH 12-015 and RES 12-61. Edison Road is a collector road that requires eighty (80) feet of total right-of-way per the City's Regional Transportation Plan; therefore this dedication is for forty (40) feet.  The north half of right of way exists from the Acacia Crossings plat approvals.  
 
As part of the Fire Station project within the Estrella Gin property and per the Memorandum of Understanding (MOU) with Global Water Resources (Global), staff has been coordinating with Global on the water/sewer infrastructure that is their responsibility to provide up to the eastern boundary of the Estrella Gin site.  To serve the site Global will need to extend their facilities down Edison Road from the Wilson Avenue alignment.  Through coordination with Global and staff research, it was determined that right-of-way was lacking on the south side of Edison Road; the existing edge of pavement is where the current right-of-way terminates.  
 
Without the south half of right-of-way, Global's facilities would have to be installed under existing pavement.  To avoid tearing out the pavement to install the utilities, City staff contacted the property owners to request a right-of-way dedication or grant of easement.  Two separate property owners exist and both were willing to move forward with a Map of Dedication for the needed right-of-way.  
 
The right-of-way being dedicated affects four parcels with three of the parcels having common ownership.  Two of those parcels are split by public right-of-way (Taft Avenue), which exists on a plat, but has never been improoved.  As part of the discussions with the owner, they requested that the Taft Avenue right-of-way be abandoned in exchange for the Edison Road right-of-way.  Staff contacted the utility providers and received confirmation that no conflicts exist with the utilities if the road were to be abandoned.  Staff has researched the request from the Transportation and Planning perspectives and does not see a need for that portion of Taft Avenue.  Following this agenda item is a Resolution to abandon that portion of Taft Avenue.  
 
This dedication has no immediate financial impact for the City and is necessary for the extension of the water and sewer utilities to serve the Estrella Gin property.
 
STAFF RECOMMENDATION
Staff recommends approval of the Map of Dedication for Edison Road right-of-way.
