TITLE

AGENDA ITEM DESCRIPTION
On February 5, 2013, the Mayor and City Council approved an agreement with LBL Technology Partners to evaluate the City's information technology services in order to pursue its goal of continuous improvement and develop an Information Technology (I.T.) Strategic Plan for the City of Maricopa.
Through April 2013, LBL Technology Partners worked with the stakeholders, organizational leaders, and decision makers to develop detailed recommendations on the best use of technology to serve staff and the citizens of Maricopa.  
 
The Information Technology Evaluation & Strategic Technology Plan was presented at the July 2, 2013 City Council Regular Meeting.  Included in the report is a prioritization of the recommendations tailored to meet the needs of the City over the next five years.  One of the key recommendations in the plan is the recommendation to elevate the Information Technology Division to a department status and recruit a Chief Information Officer to serve as the department director.  This is a key recommendation for the following reasons:
·      Information technology support services should continually interact directly with department directors to ensure citywide strategic initiatives can be supported by leveraging technology.
·      Direct and immediate feedback should be provided to departments regarding their information technology needs with the goal of transforming information technology to a proactive support function.
·      The report recommendations, which are strategic in nature, can be evaluated, tailored if necessary, and implemented over the next one to five years.
 
If this action is approved, it is staff's intent to make no additional organizational changes until a Chief Information Officer is recruited, hired, and is able to evaluate the recommendations contained in the plan.  Staff anticipates future budgetary impacts of increasing the level of information technology support will be funded through the normal budgetary process over the next several years.
 
Initial job analysis indicates a salary range of $93,364 to $128,703.  Funding for the position will be through vacancy savings identified during FY13-14.  If it is determined that adequate vacancy savings cannot be identified, staff may request subsequent contingency funding.

Staff recommends Mayor and City Council approve a) eliminating the Information Technology Division within the Finance and Administrative Services Department, b) creating an Information Technology Department, and c) renaming the Finance and Administrative Services Department to the Finance Department.  Additionally, staff recommends approval of a staff complement change to create one (1) Chief Information Officer position within the Information Technology Department.
