TITLE
An Ordinance of the Mayor and City Council of the City of Maricopa, extending and increasing the corporate limits of the City of Maricopa, Pinal County, State of Arizona, pursuant to the provisions of Title 9, Chapter 4, Article 7 Arizona Revised Statues and Amendments thereto, by annexing thereto certain territory contiguous to the existing city limits of the City of Maricopa, consisting of 73 acres, more or less, located in a portion of Sections 26 and 27 of Township 5 South, Range 4 East of the Gila and Salt River base meridian, Pinal County, Arizona, not currently within the corporate limits of the City of Maricopa, Pinal County, Arizona, known as Annexation Case 26-01, and adopting initial zoning of CR-3 (Single Family Residential) for said territory. DISCUSSION AND ACTION.
AGENDA ITEM DESCRIPTION
The following provides the Mayor and City Council with the background information on Annexation 26-01 and outlines conformance with the Arizona Revised Statutes (A.R.S. § 9-471). In addition, a recommendation to move forward with the adoption of the Annexation, by considering approval of Ordinance 26-15, if the Council so desires. The property is generally located along Anderson Road, generally one-mile south of Maricopa-Casa Grande Highway
A blank petition was filed with the Pinal County Recorder's Office on August 12, 2026 (Recording Fee No. 2026-067182). The blank petition is accompanied by a signed and notarized affidavit, survey map, and legal descriptions of the proposed annexation territory, see Exhibit A. On October 1, 2026, the signed annexation petition was recorded with Pinal County, Fee # 2026-081712.
The proposal is to annex a 73-acre property, currently under the jurisdiction of Pinal County, and take ownership of the maintenance of Anderson Road, a distance of 1,208.01 feet (0.228 miles).
On September 1, 2026, the Mayor and City Council held a public hearing as required by State Law. Notification letters were sent to all residents within 600-feet of the annexation area, informing residents of the request and the hearing date. One call was received regarding the request for clarification; however, no objection to the request has been made at the time of this report. See attached Citizen Participation Report. Additionally, the City notified the Pinal County Board of Supervisors Chair, the Department of Commerce, and the County Tax Assessor.
Per the City of Maricopa voter-approved General Plan, Chapter II General Plan Elements (A) Growth Area Element, Goal A3, Objective A3.2, as follows:
• Goal A3: Evaluate annexation of land to accommodate the City’s projected growth
• Objective A3.2: Consider expanding the limits of the City south, west of the Ak-Chin Indian Community along the I-8, as well as the future I-11 corridor.

STAFF RECOMMENDATION
Staff recommends that the Mayor and City Council approve Annexation 26-01 to incorporate approximately 73 acres of land within the City of Maricopa's municipal boundary.
