TITLE

AGENDA ITEM DESCRIPTION
In December 2014 the request for proposal was released for the Maricopa Academic Scholarship Match Program with a deadline of January 29, 2015 at 5:00 p.m.
 
Organization Eligibility Criteria:
·      Must be a 501(c) non-profit organization,
·      Must provide existing services or contributions to Maricopa residents, and
·      Must provide financial proof indicating ability to match the dollar amount requested by February 28, 2015.
·      Additionally, recipients must meet the following scholarship conditions.
·      Only students living within Maricopa Unified School District's boundaries are eligible for a scholarship.
·      Community service, as defined by the non-profit organization, is required for students to be eligible for a scholarship.
·      Scholarship qualifications set forth by the non-profit organizations cannot mandate a program of study.
·      Recipient organizations must submit a report to the City detailing how the matched funds were utilized within 6 months of receipt of funds.
 
Program Applicants:
Two local non-profits have applied to participate in the Maricopa Academic Scholarship Match program, collectively requesting $5,000 in matching funds.
 
Maricopa Rotary Club

Applicant Match: $3,000
Number of Scholarships Seeking to Offer with Matching Funds: 4 Scholarships: 1 for $3,500; 1 for $2,000, and 2 for $250 each, totaling $6,000

Applicant Match: $2,000
Number of Scholarships Seeking to Offer with Matching Funds: 2 Scholarships for $2,000 each, totaling $4,000
Scoring:  Average 128 points out of 140
 
The applications were reviewed and scored by the Non-Profit Evaluation Committee and they are making the following recommendation to the Mayor and Council:
 
Recommend to fully fund both applicants at full levels contingent on proof of matching funds.

STAFF RECOMMENDATION
Staff recommends that the Mayor and City Council approve the allocation of up to $5,000 in available matching funds to the applicants of the Maricopa Academic Scholarship Match Program from General Fund, Non-Departmental, Technical (10010000-53340). Staff also requests Mayor and City Council to provide the authority to the City Manager to execute the agreements.
