TITLE
The Mayor and City Council shall consider a Second Amendment to the Agreement for Demand Response Services with Total Transit Enterprises, LLC, an Arizona limited liability company to revise the scope to require Route Deviation Service for six (6) hours per day and adjust the compensation related thereto. Discussion and Action.
AGENDA ITEM DESCRIPTION
No additional funding is sought with this contract amendment.
The City Of Maricopa uses Total Transit Enterprises to provide driver, scheduling and dispatch support for its transit system, under contract 14-28, which was approved by Council on September 2, 2014. A Consent To Assignment Of Services was approved by Council on October 21, 2014 which assigned the Agreement to Operator for insurance purposes. A First Amendment was approved by Council on Sep 1, 2015 which added a second one-year renewal option in accordance with the Request For Proposal and included pricing sheets for FY 15/16 and FY16/17. The pricing sheet for FY16/17 was in the amount of $210,500. The pricing sheet was based on four hours of Route Deviation Service per day, Monday through Friday. Consent To Assignment CON 16-20 was approved by Council on June 7, 2016, which assigned the contract from Valutrans Holdings to Total Transit Enterprises.
This second amendment changes the pricing from $210,500 to $231,500 and is based on six hours of Route Deviation Service per day. Feedback received from residents in 2015 and 2016 reflects they would be more prone to use the Route Deviation Service if more hours of service were offered. Negotiations with Total Transit resulted in the new pricing sheet of $231,500 based on six hours of service per day and this higher amount was added into the 5311 budget request which was presented and approved by council for grant application on March 15, 2016, and subsequently reaffirmed by Council approval in the normal FY16/17 budget process. We have now received Arizona Department Of Transportation award of funding for FY16/17 and the funding award includes Federal Transit Administration funding sufficient to support six hours of service per day. This completes the 5311 funding approval cycle and this amendment closes the loop by matching the second amendment agreement amount of $231,500 to the amount Council approved.
This item is presented by Development Services Director Martin Scribner and Transportation/Transit Planner David R. Maestas.
