AGENDA ITEM DESCRIPTION

Preventive maintenance is a necessity to protect pavement against deterioration and extend its lifespan.  This contract for street maintenance materials and services includes wide crack seal, Tire Rubber-Modified Surface Seal (TRMSS), and Polymer-Modified MasterSeal (PMM), which will be used to protect and extend the life of the existing pavement.

 

Many streets in Maricopa have developed cracks that are one inch wide or greater, which were too large to be sealed during the annual crack sealing.  These larger cracks need to be power-cleaned and sealed with material that is specifically made for wide cracks.  Left unfilled, water will infiltrate the cracks and shorten the life of the pavement. 

 

Tire Rubber-Modified Surface Seal (TRMSS) is used to seal pavement on residential roads; Polymer-Modified MasterSeal (PMM) is used to seal and protect pavement on collector roads, which have higher traffic than residential roads.  Application of TRMSS and PMM will significantly extend the life of the pavement by protecting the undersurface from the effects of aging and the environment, preventing damage from ultra-violet rays of the sun, oxidation, and water.

 

Preventive maintenance of this type should be performed every three to five years. Without preventive maintenance, pavement deteriorates more quickly and is vulnerable to loss of fines, raveling, surface cracking, rutting and potholes.  This type of damage is not only expensive to repair, but also requires additional downtime and traffic restrictions while repairs are made.  Staff believes that the above-referenced street maintenance services are the most cost-effective way to significantly extend the life of the pavement by protecting it from the effects of aging and the harsh environment.

Staff recommends that the Mayor and City Council approve the second amendment to the existing contract with Sunland Asphalt, adding compensation in the amount $1,090,937.67 for a total amount not to exceed $2,000,000.00.  Funding for this amendment will be drawn from ½ Cent County Road Tax Fund, Transportation, Street Projects-Capital, Street Maintenance (30044146-67750-34005).
