TITLE

The Mayor and City Council shall hear and possibly take action to accept a grant award in the amount of $64,000 from Ak-Chin Indian Community and enter into an Intergovernmental Agreement (IGA) between the City of Maricopa and Ak-Chin Indian Community. There is no matching requirement. Discussion and Action.

 

AGENDA ITEM DESCRIPTION

In 2002, Arizona tribes and the Governor concluded negotiations of a new standard form Tribal/StateGaming Compact (“Compact”), which was subsequently approved by the Arizona voters as Prop 202. In Section 12 of the Compact, each tribe agreed to contribute a portion of its gaming revenues in exchange for substantial exclusivity covenants by the State. Tribes must deposit 88% of this contributed revenue into the Arizona Benefits Fund. By law, the State must use this contributed revenue to support education, healthcare, and other programs that benefit Arizona residents. A tribe may elect to distribute the remaining 12% (the “12% Contribution”) directly to the cities, towns and counties of its choosing.

 

The Ak-Chin Indian Community (“Community”) has elected to award the 12% Contribution generated in 2020 directly through its Prop 202 12% Grant Program (“Grant Program”). Through the Grant Program, the Community accepts applications from cities, towns, counties, and other organizations seeking funding to support services that benefit the general public. The Community looks forward to supporting the Arizona community with grants made through the Grant Program.

 

In July 2020 the Maricopa Police Department submitted a grant application in the amount of $64,000 to Ak-Chin Indian Community to prevent, prepare and enhance mobile response to establish and maintain a forward command post in alignment with the National Incident Management System (NIMS) model of crisis response.

 

In October 2020 the Maricopa Police Department received award notification from Ak-Chin Indian Community.

 

The grant funds will be used to improve emergency and non-emergency response to schools, safely respond to active shooter incidents and incidents of civil disorder, respond to and mitigate natural disasters, pandemic responses and conduct major investigations through the remodel of the mobile command center to allow for negotiations and a forward command post. The funds will be used to purchase hand held wands for all schools in Maricopa, rapid response protective vests, a bathroom and remodel that includes cameras, radios,  and computers refurbish an area for the investigators and negotiators.

 

There is no matching requirements. However, due to budgetary capacity in FY 20, these funds will be received but will not be spent until after July 1, 2021 in FY 21.

Police, Finance and IT Staff recommends accepting the grant award in the amount of $64,000 from Ak-Chin Indian Community and enter into an Intergovernmental Agreement between the City of Maricopa and Ak-Chin Indian Community.
